It recommended that "the offence of incest should be reformed to become gender neutral; to go over all penile penetration on the mouth, vagina and anus together with other varieties of penetration; and be prolonged to address uncles (aunts) and nieces (nephews) who will be blood relations as well as adoptive mother and father".[77]Legal guidelines
